Relining matters less in Texas than in the older states, simply because so much of the housing has a metal chimney system rather than a masonry flue. Where there is masonry, the rules are the same everywhere.

When a Texas chimney needs relining
Three cases. An older masonry flue whose tiles have cracked or whose joints have washed out. A change of appliance where the existing flue is now the wrong size. And after a chimney fire, which can crack tile along the whole length of a flue without anything being visible from either end.
What Texas does not have much of is the northeastern case — a coal-era chimney converted twice. Most older Texas masonry was built for wood or gas from the start.
Sized from the appliance
Diameter comes from the manufacturer's venting tables, not from what fits down the flue. Ask to see the table.
Factory-built systems are not relined
If the chimney is a metal system inside a framed chase, it is not a masonry flue and it is not relined — the pipe is replaced with the manufacturer's components, or the system is replaced. Confusing the two is the most common mistake made on Texas housing.
Movement and liners
Where soil movement has cracked a masonry chimney, a liner is not a structural fix. It isolates the flue gases from the masonry, which is worth doing, but a stack that is moving still needs the movement addressed.
Cast-in-place where the masonry is poor
Poured to form a new flue inside the old one, adding structural strength to a deteriorated chimney. More expensive and slower, but the right tool on a stack that is failing structurally as well as at the flue.

Does my chimney need relining?
Only a camera survey answers it. Cracked tile, washed-out joints or a separated liner are the findings that require it.
We have a metal chimney in a chase. Can it be relined?
No — that is a manufactured system, not a masonry flue. Damaged sections are replaced with that manufacturer's parts.
How long does a stainless liner last?
Warranted for the life of the home on good systems, conditional on correct installation and annual maintenance.
Will relining fix a cracked chimney?
No. It addresses the flue, not the structure. A moving stack needs the movement understood first.
Is it needed after a chimney fire?
Frequently. A fire can crack tile along the full length, which is why a Level 2 inspection follows any fire.
